Glen Barnhill, a Tenncare enrollee, has spent every day in the capitol. He cannot sleep there overnight, however, because the Governor will not allow his nurse to come in to adjust his ventilator. From inside the capitol, the enrollees and their supporters can see the crowd holding a candlelight vigil outside. Vigils are held there nearly every night.
